Please see the attached Agency decision and the below emails. ***This one is important***
It appears that the Agency has taken the position that the procedures and arrangements contained in the provisions of the terminated Shutdowns and Furloughs MOU would still apply. This is the stance the Union has been taking since the 2019 National Agreement went into effect, but this is the first time I have seen the Agency take this stance. I have asked the Agency to clarify the situation in order to eliminate any ambiguity, and I will let you know how they respond. In the meantime, the attached decision should be able to be used by anyone who has pending grievances or arbitrations involving terminated MOU’s.
I’ve attached the referenced 2015 Shutdown and Furlough MOU for your convenience.
